Abstract	Several factors to take into account when assessing the effectiveness of programs for teaching educational administration are reviewed in this paper. Three of these factors relate to those engaged in learning: their stages of individual development, their tendency toward initial dependence, and their needs to master and to belong. Three more factors relate to the setting in which the learning takes place: the use of student assessment, the grouping of students from disparate backgrounds (including different educational organizations), and the dynamics of group teaching. The last two factors considered in the paper relate to course content: first, the goodness of fit between the teaching styles adopted and the learning objectives sought, and second, the effectiveness of the different degrees and types of "reality" of the content, particularly in light of the level of economic development of the countries from which the students come. A 19-item checklist based on the paper's conclusions regarding these factors is provided as a tool for use in assessing program effectiveness. (PGD)
