Abstract | Data and issues on costs of primary, secondary, and higher education in Eastern Africa are presented. Practical recommendations for controlling or reducing costs while paying attention to effects on quality and equity are made. For each level of education the report reviews student-teacher ratios, teacher salaries, non-teaching costs, and cost-recovery. Effects of population growth on costs as well as needs for improved educational management are assessed. Estimates of possible cost savings by country in Eastern Africa are included. Eight major tables and twenty supporting tables present data and information on costs of education in Eastern Africa. Primary enrollment, teachers, and cost projections by country based on different fertility assumptions are provided. The report concludes with a bibliography. (RSL) |
