Abstract	Prepared under contract with the International Council on Archives (ICA), this study reviews past and present policies and procedures in the archival appraisal and disposal of noncurrent records (to the extent that such have been developed and implemented) by a representative group of international intergovernmental organizations. This study and the guidelines it recommends address centralized, partially decentralized, and totally decentralized registries and filing systems. The implications of each type of system for effective management of current, semicurrent, and noncurrent records are discussed. In preparation for the study, questionnaires were submitted to 30 organizations in the United Nations system. Replies were received from 18 respondents, of whom 11 completed the questionnaires and 7 reported they had no archives. The study first explores the appraisal criteria in terms of values that affect the preservation and disposal of records. Next, methodology of records selection is treated as a complement to appraisal criteria and the effect of arrangement and classification systems on selection is discussed. A description of appraisal practices, based on responses to the questionnaire and on-site visits, follows. Conclusions and guidelines are then presented. A bibliography and a list of United Nations staff who were consulted or returned questionnaires are included. (THC)
