AbstractAnalysis of the history of Chapter 1, the Federal program for the education of the disadvantaged, and a review of the research into the program's effectiveness show the inefficiency of Federal influence and funds in local schools. Chapter 1 has done little good for students: it has neither raised the achievement of the educationally deprived and poorest students, nor reduced the gap between them and other students. Indeed, more Chapter 1 funds have often been spent on more nonpoor than poor students, and the program has put many of the poorest and most educationally deprived students at a greater disadvantage. Overall, Chapter 1 has consumed about $38 billion for ineffective services that interfere with regular school programs. It has also interfered with other Federal educational programs, so that its net effect may have been to contribute to inequality and to the declining productivity of America's schools. With such a record, Chapter 1 might best be terminated. For political reasons, this is unlikely. The program, however, can be improved in two major ways. First, policymakers could make better use of research on educational productivity. And second, direct scholarship grants, modelled on the G.I. Bill, might be offered to poor students. (KH)
