| Abstract | In this paper a former state school officer considers the concept of educational adequacy. He notes first that definitions of adequacy vary according to the population served, and that for any definition at least three levels of adequacy can be specified. He argues that education fails to achieve the lowest level of adequacy in many communities because teacher salaries are too low and the school day and school year too short. Various aspects of educational equality, both financial and social, are treated next, followed by discussions of the measurement and certification of adequacy. School finance is the next major topic, involving per-pupil costs, program weightings, local tax effort, interdistrict cost variations, and the distribution of the financing burden to various levels of government. Past trends and future prospects for financing are examined. Following a closer inspection of the federal role in supporting adequate financing of education and of the implications of adequacy standards for private education (and vice versa), the author concludes with specific recommendations regarding defining and implementing educational adequacy criteria.
