Abstract	The purpose of this essay is to briefly survey from a global point of view theoretical and empirical issues related to the economics of early childhood education and day care. The first section of the essay takes up issues in two broad areas of policy: (1) social efficiency, and (2) opportunity and equity. The first class of issues implies a resource allocation question; the second class of issues addresses the question of private versus social payment for a given service. Costs and benefits related to the provision of early childhood social services (including child benefits and mother's labor force participation benefits) are discussed. The second section reports empirical aspects of issues previously discussed. International comparisons are made of kindergarten or pre-primary education, day care or creche facilities, levels of expenditure, unit cost structures, and public versus private finance arrangements. The third section further explores the social benefits associated with expenditure on children. In the final section, seven priority areas for further research are identified. (Author/RH)
