| Abstract | A study examined current and alternate mechanisms for alloting federal vocational education funds to states. The approach to analysis was based on a conceptual framework of a range of policy choices that variously defined the federal role in vocational education. Within this framework factors indicative of states' needs for vocational education funds were indentified and converted to variables that were used to define possible new formulas. Criteria for evaluating current and alternate formulas were established and applied. They included equity, objectivity, adequacy, administrative efficiency, and flexibility. The advantages and disadvantages of each alternate formula were discussed relative to the evaluative criteria as well as total reallocated dollars and characteristics of states with a higher or lower expected allocation under an alternate formula than under the current formula. Computer simulations were conducted of individual alternative components as well as of various combination of components. Nine policy options were developed for review and discussion by policy makers relative to the federal role in vocational education. (YLB) |
