AbstractPast notions of educational planning have been overly mechanical, technical, and apolitical. The have overestimated the effectiveness of quantitative techniques, underestimated the importance of qualitative, historical, and political factors, and oversimplified the complexity of the relationship between education and social change. As a result, planning has been undertaken from too universal a standpoint and without enough consideration for the specific national or regional context. This context should also determine the proper role of the planner. Participation in the planning process by those most affected can improve the responsiveness of the process to the context if communication among participants is adequate. The information base for planning needs to be extended in most cases, and the capacity of each educational system to implement the plans must be considered. Economic and political dependency, the funding of planning by extra-national agencies, and the dominance of the international model of educational planning all tend to aggravate these problems in developing nations.
