Abstract	This report describes the conclusions reached through "Project No. 3," a three-year study of adult education in Europe by the Council of Europe. The introduction to the report brings out the idea that adult education takes place in an uncertain society, yet many aspects of adult education do not change. Part 1, by referring to examples studied during the project, shows how adult education's place in societies is determined by its own dynamism and by the context in which it has to operate: the contradictions which adult education contains are largely a result of the contradictions arising out of the changes experienced by society. Part 2 brings out the currently dominant trends in adult education based on information gathered through "interaction" visits in connection with the project. Part 3 deals with future prospects and seeks to identify what the policy for adult education development should be in the years ahead. A particular focus of Part 3 is levels of decision making in adult education by the individual, businesses, countries, and by the Council. A summary follows, along with appendixes listing the project group members, the project network, publications, and the doctrine of the Council of Europe. (KC)
