| Abstract | This report is part of the National Community Education Evaluation effort, which sought to identify (1) problems and strategies in developing a community education program and (2) techniques which may be adopted by others who are implementing community education. Following a statement of community education project objectives, the report analyzes the identification of essential steps in the development of community education, the management system, staff, supervision of teachers, budget, advisory council, needs assessment, and self-evaluation. These elements are listed as major factors in the success of the program: an effort in 1973 which resulted in a commitment from four primary sponsors and signatures of support on documents, continuous needs assessment involving a variety of agencies and people, staff development of an effective management system that monitors a large program with a relatively small staff, and outside funding for seven of eight years of project operation. Exhibits presented throughout the report include the Kentucky Interlocal Cooperative Act and Agreement, Concept Statement on Community Education, materials for instructors, evaluation instruments, and internal program monitoring form.
