Abstract | The report outlines areas of policy convergence between agencies providing services to adjudicated handicapped youth and suggests policy arrangements to encourage interagency agreements necessary to carry out P.L. 94-142 (the Education for All Handicapped Children Act) and Section 504 of the Rehabilitation Act of 1973. Research is cited showing the incidence of mental retardation and learning disabilities among adjudicated youth. Policy issues are addressed in the following areas: procedural safeguards (including timely notice, nondiscriminatory evaluation, and surrogate parents); appropriate educational programing; placement in the least restrictive environment (including a review of judicial interpretation of the principle); and individualized education programs (IEPs). Trends in state interagency agreements to provide special education and related services to the population are depicted in a chart, and selected state situations are discussed. Among future issues examined are personnel needs and inservice training, funding and the provision of related services, and educational policy considerations for the handicapped offender aged 18 to 21 under P.L. 94-142. Eight policy options are presented, including suggestions for cooperation between the state education agency and the state youth correctional facility in developing IEPs. (CL) |
