| Abstract | For the migrant child, mobility disrupts the continuity and sequencing of reading skills instruction and makes the maintenance of adequate progress records very difficult. A study, covering the years from 1965 to 1979 and tracing the development of selected approaches to providing continuity in reading progress, begins with a description of the effects of the Elementary Secondary Education Act and its amendments and includes a history of the development of the Migrant Student Record Transfer System (MSRTS). The report includes a description of the National Migrant Education Program's codification of reading skills, an attempt at the simplified transmittal via MSRTS of information regarding a child's reading progress. The study notes various definitions of reading and reading skills and describes usual methods of skills assessment and remediation. The trend during the 14 years studied toward individualized tutorial programs is described. Two such programs in effect in states in the Eastern Stream of migration, Florida's Language Arts Tutorial (LAT) program and New York's Tutorial Outreach Program (TOP), are compared on the basis of rationale, goals, students served, staff, training, and evaluation, and are used to demonstrate the positive effect of interstate cooperation on the continuity of reading instruction for the migrant child.
