Abstract	This report of recommendations describes in detail the system for determining communication/language objectives (C/LOBS) within an instructional systems development (ISD) framework. C/LOBS was developed to support the front-end analysis efforts of the Defense Language Institute Foreign Language Center and functions as a subsystem of the ISD approach currently in use in the TRADOC school system. The task assigned to this project, which is described in 13 volumes and an executive summary, was to develop a systematic set of procedures for determining terminal skill objectives (TSOs) and their supporting enabling objectives (EOs) for foreign language training. Five job/duty positions and three languages were selected for field testing and system validation. In this volume the C/LOBS is described in terms of its three phases: (1) the task analysis system, (2) the TSO conversion routine, and (3) the EO system. Each system phase is discussed in terms of the system components, the methodolgies employed during the three phases, and the tools required to carry out the C/LOBS. Examples of the outputs of each phase are provided in the individual sections. (SW)
