AbstractPresenting testimony on bills that would amend the Appalachian Regional Development Act of 1965, this volume contains the texts of H.E. 8777 and H.R. 8374 and the statements of numerous representatives from Appalachian states. The amendments are proposed to extend the period of assistance for the Appalachia Regional Commission (ARC) child development programs for two years, through 1979, while a study is conducted to find ways of phasing out federal assistance to the programs. The opening testimony by Ohio Representatives Miller and Applegate stresses the role of the ARC child development program in the overall improvements in Appalachia since the early 1970's and cites the difficulties of moving from ARC funding to Title XX funding without jeopardizing the quality or scope of services. Compiled in response to specific questions raised in the hearings, the appendices contain (1) the status of the 183 child development programs terminated from ARC support as of the end of 1977, (2) a cost analysis and management assessment of five ARC child development centers, (3) abstracts of the Appalachian State Plans for FY 1977, (4) a tabular summary of Title XX funds received by Appalachian and non-Appalachian states, and (5) a detailed analysis of states' Title XX social services plans for FY 1977.
