AbstractAlternatives and recommendations to the Board of Governors of the California Community Colleges are presented for the accreditation of college academic and administrative personnel. The report first describes the present California credentials law, under which the Board of Governors is limited to prescribing professional or vocational experience to be used in lieu of a master's degree in qualifying for provisional and part-time credentials. The procedures, required legislation, possible consequences, and cost implications are outlined for seven credentials alternatives: (1) maintain the status quo; (2) retain the present credentials process, with changes in Title V regulations; (3) retain the present process with minor and/or major legislative changes; (4) transfer the credentials responsibility from the Board of Governors to a newly created commission or to the Commission on Teacher Preparation and Licensing; (5) maintain the status quo with the elimination of the issuance of credentials documents at the state or district level; (6) eliminate the state minimum standards and credentials documents; and (7) adopt the California State University and College Personnel Process. The committee's recommendation to retain the status quo is supported by a nine-point rationale arguing that the present process is both effective and equitable. (Author/JP)
