AbstractThe developing nations of the Americas have historically patterned, and are currently patterning, their educational administration enterprises on the models of their colonizers or on the industrial nations with whom they identify or depend. Yet the imposition of education that is not representative of a country's culture exemplifies cultural imperialism and can deprive that nation of self-determination. Large, influential industrial nations can influence the destinies of developing American nations by exporting educational research, theories, and processes in accord with the traditional assistance or intervention model. Educational administration, however, must be culturally specific if it is to be culturally relevant. The notion of culture-free educational models must be challenged. Practices must be conceptualized and tested that are representative of the populations to which they will be applied. Assistance or intervention practices will then be replaced by transactional practices sensitive to the evidences of cultural diversity. Too, educational administration paradigms will be considered within the context of a culture. As these experiences are recorded in research, appropriate anomalies will be detected and the necessary paradigm shifts will advance knowledge and practice to meet the challenge of an emergent world community.
