Abstract | The first article in this report emphasizes the importance of user participation at the planning, decision-making, and production levels of small-scale instructional development in developing nations. Four subsequent articles also centered around user participation in Third World instructional development discuss folk theater as effective 2-way communication for non-formal education in African villages, collaboration between grassroot appropriate technology (AT) developers using solar energy to power 2-way radios in Guatemala, children's games which use their skills as development planners, and observations on communication processes and adult education. Other articles provide a description of the steps in a basic paper making process, reviews of two books and two films of interest to communicators, and a discussion of the reasons for a project's development communication failure in an African country.
