AbstractIn order to develop institutional goals for Spartanburg Technical College by a participatory process which would involve the various constitutencies of the college, two workshops were conducted. The primary purposes of the first workshop were to allow the participants to become familiar with the participatory process of goals development and to train group leaders for the subsequent major workshop. During the follow-up workshop, 40 individuals, including faculty, staff, and community leaders, developed and prioritized the goals for the institution in three categories: overall goals, instructional goals, and management goals. Overall goals were stated and prioritized as follows: operating one-, two-, and possibly three-year career programs, and operating continuing education, developmental, comprehensive student development, specialized community, and university-parallel/college transfer programs. The instructional goals given highest priority were assisting students to acquire basic skills, raise their level of vocational achievement, develop a sense of responsibility, acquire skills in problem-solving, and develop a capacity for thinking. The most highly rated management goals were allocating funds in accordance with priorities to meet established goals, planning for long-range development, and seeking new and stable sources of revenue.
