| Abstract | Budget planning strategies in the academic environment are discussed in light of the discouraging fiscal expectations confronting colleges and universities. The contextual implications of institutional planning processes are considered with specific reference to strategies available to decisionmakers at different levels of the organizational structure. Critical timing, use of budget formulas, enrollment projections, and institutional priorities are discussed in terms of the maximum impact of both short- and long-term planning. Four major scenarios for budget planning strategies are described. They include: growth, no growth, reduction, and crisis. The importance of accurate analysis of enrollment trends to facilitate budget planning is emphasized. The use of information systems in budget planning is also discussed. It is suggested that information systems in a planning environment will function more effectively if they are structured on two levels: (1) general questions on institutional characteristics, and (2) the impact of changes on the institution. Reallocation of resources is also discussed as a possible budgeting strategy. The Academic Resource Evaluation Guideline information system developed at the University of Calgary to assist budget planners with questions relating to resource allocation is described.
