AbstractThis impact study for a series of Out of School Television (OSTV--Tele Pour Tous) broadcasts on village water supplies presents a qualitative examination of some of the problems encountered in the organization of viewing groups in four selected villages. The research techniques used included questionnaires and feedback sheets on demographics, the socio-political situation, and the reception of each program, which were filled in by the official village observers; on the spot observations of the viewing groups; and individual interviews with villagers. In two villages, three successive broadcasts were directly observed and the ensuing discussion was tape recorded. For purposes of data analysis, the animation process was divided into four major areas: (1) the flow of information in the village about the broadcasts, (2) external and internal factors affecting public interest and attendance, (3) the typical operation of a single viewing session, and (4) the comprehension and acceptance of the broadcast message. It was concluded that the broadcasts were not reaching the traditional power structure in the villages, and that until the programs reach the opinion leaders or modernization permits the rise of a new parallel power structure, these broadcasts will remain a marginal force in implementing change in rural areas.
