Abstract	The model described in this manual is intended to assist national planners and others concerned with the allocation of resources in developing nations in arriving at informed decisions regarding national or regional educational activities. The focus of the model is on projecting yearly capital, recurrent, and total expenditures for national systems. Among other things it also estimates yearly enrollment and student output figures by year and grade, and projects teacher supply and demand by year and level of schooling. The model has been designed to provide estimates for primary and secondary programs but it can be expanded to include projections for tertiary level education and modified to serve specialized programs in vocational, technical, and teacher education. By exercising the model's sensitivity options, the user can estimate the future impact of changes in the system's current options and can estimate the future impact of changes in the system's current operating practices. The manual is divided into three sections. The first provides an overview of the model's operations. A fairly detailed description of the model's input requirements and user options is provided in the second. The third deals with the technical details of the model's specification. (Author/IRT)
