| Abstract | The document presents the Kansas state plan (fiscal year 1979) for providing equal educational opportunity to all children who are unable to profit from ordinary instructional methods or regular public school classes. Sections 1 and 2 discuss the background and needs and introduce the plan for 1979. Section 3 explores state department operations in such areas as state institutions and the fiscal year 1979 evaluation plan. The fourth section concentrates on the functions of the local education agencies and contains the following parts: summary of responsibilities of local education agencies, administrative responsibilities, procedural responsibilities, program areas - standards, courses of study, and curricula; support services areas - standards, courses of study, and curricula; and early childhood education.
