AbstractThe purpose of this development phase of a larger project entitled "Development of Competency-Based Instructional Materials for Local Vocational Education Administrators" was to field test and revise prototypic competency-based administrator instructional packages. A search was conducted to identify currently available competency-based vocational administrator materials. Very few materials were located. Six prototypic competency-based modules were developed for training local vocational administrators using the competencies identified and nationally verified in the research phase of the project as the research base. The following six procedures were utilized: (1) verified competencies were tentatively clustered for curriculum development purposes, (2) an instructional materials format was devised, (3) six prototypic modules and a user's guide were developed, (4) the modules and guide were field tested with administrator trainees in four types of instructional settings, (5) all materials were revised based on the feedback obtained, and (6) all materials and reports were prepared for publication and dissemination. The results of field testing indicated that all six of the modules were effective in helping administrator trainees achieve the designated competencies. A test revealed that trainee's perception of their growth on all six modules was statistically significant at the .001 level. Further, both the trainees and resource persons (instructors) reacted favorably to each of the six modules and to the use of modules as a method of instruction as compared with traditional college education courses.
