Abstract	A systems analysis of a community educational television (ETV) structure and of community needs was made in three counties of Appalachian Maryland to see whether an ETV system could meet integrated needs of public school students, disadvantaged families, educators, health service groups, police and fire departments, and business/industry across isolated rural communities. Data from Allegany, Garrett, and Washington counties indicated that such a system could be established, incorporating best features of a county-based, county-supporting, closed-circuit ETV network and a regionally directed and supported ETV network. A two-way audio-video system could function through Instructional Television Fixed Service transmission/reception centers and local cable companies. Assessed needs of the target population for local programming warrant early establishment of ETV. Available television facilities and equipment are capable of implementing production/distribution, while a nucleus of programming development and production staff has potential for local program origination. Enough films and video tapes exist to support even a low level of signal distribution effort. Structure of the system and associated costs have been explored. The recommended system encompasses principles of independent county control under regional management to satisfy regional needs. (RS)
