Abstract | The project reported on was designed and implemented for formulating a system for empirical determination of issues in postsecondary education. Two resources were used for identifying the issues: statements of opinion of leaders in postsecondary education, and journal literature. Content analysis of these resources resulted in identification of 847 issue statements classified into 1,606 subissues. The summary of the results is presented here. The global issue areas include: curriculum and curriculum processes (grading, new programs and courses, preparation for employment, retention, quality, and institutional climate); institutional finance, institutional government and management; values and benefits of postsecondary education; student aid; admissions; lifelong learning; faculty and personnel; student characteristics; and legal issues. In each area, relevant data elements for research are identified. In addition, recommendations are made for future procedures used to identify salient issues, and for major issues of concern, both in the global issue areas and levels of postsecondary education.
