AbstractA training program for undergraduate majors in education that prepares them to teach moderately, severly, and profoundly handicapped students in the public schools is described. Responsibility for teacher training is conceived as a partnership in which the university and various public and private service agencies cooperate. The university provides academic coursework, trainee supervision, and administrative structure. Service agencies provide on-the-job training and formative program evaluation. The students in the program are taught to utilize the entire environment of the severely handicapped individual as an instructional tool. The training of skills that will enable an individual to become independent of others is emphasized. In the course of the program, students learn an understanding of human development so that what can and should be taught can be chosen accurately, and steps may be taken to promote continued learning. The ultimate responsibility of the teacher of the handicapped is seen as: (1) deciding what the child needs to learn; (2) structuring the situations that will facilitate the learning of those skills; (3) monitoring the implementation of the child's program; and (4) determining when the instructional objectives have been attained so new ones can be established. Included in this report are descriptions of both the academic and practicum components of the program. (JD)
