| Abstract | This paper presents a discussion of the value of compensatory education for preschool children from poor and uneducated families, focusing on knowledge gained from 12 years of experience with compensatory programs in the United States. The development of Project Head Start is described, and the role of behavioral science research in the development of social policy and social reform is discussed. Several issues concerning the effects of heredity and environment on child development are examined, including the negative evaluations of Head Start, Jensen's claims for the heritability of intelligence, critical periods in development, the plasticity of development, and the role of early experience in psychological development. Also discussed are several approaches to improving compensatory pedagogy. The final section of the paper emphasizes the potential of preventive rather than treatment programs for improving the educational achievement of children from poor families. This section describes various parent and infant programs which are proving to be valuable alternatives or additions to programs for the preschool child. (BD) |
