| Abstract | Trends and issues that will influence the development of the community college towards its highest potential as a social and economic force are explored. Chief among the efforts to define the community college role in California were those of the Regents of the University of California and the State Board of Education who offered guidelines for the instructional functions, admissions policies and research responsibilities of the institutions. Future challenges facing community colleges in terms of economic pressures and financial support structures, the increase in leisure time, social changes, institutional growth, manpower needs, counseling, curriculum, and teaching are presented. Guidelines are proposed for future action which include recognizing the diverse educational responsibilities of community colleges and meeting these responsibilities with quality programs and services which are student-centered. "Change" is underscored as the single most important characteristic of the future of community college development. The ability to adjust is shown to be a corollary to change, and the instrument for adjustment to be an educated populace, prepared to meet the shifting demands of a complex and quickly altering society without sacrificing the responsibilities and privileges of individual freedom.
