AbstractThis report from the Indiana Advisory Committee to the United States Commission on Civil Rights discusses issues of equal educational opportunity in the Fort Wayne Community Schools (FWCS). It was found that, while racially identifiable junior and senior high schools have been eliminated, the proportion of minority students attending racially identifiable elementary schools increased from 67 percent in 1970 to 78 percent in 1975. From 1969 to 1975 there were several Title VI violations, including teacher and student assignment practices. In 1975, charges were dropped, except teacher assignment. Civil Rights violations are still being reviewed. A recent reorganization plan proposed by the FWCS superintendent has met opposition from many white and minority organizations, parents, and teachers. Opposition has centered on plans to close several inner city schools, build a new high school in an all white area, place the burden of busing entirely upon minority students, and desegregate only a portion of the elementary schools. Based on these findings, the Advisory Committee makes a number of recommendations to the FWCS, the Office for Civil Rights, and the Department of Justice regarding the Fort Wayne case. (Author/MC)
