Abstract | This report describes the proceedings of a symposium on rural preschool education, one of four conferences in a Council of Europe preschool project relating to equal educational opportunity. Delegates from 19 European countries participated. Included in this report are summaries of a paper on the ecology of childhood (discussing the background of social change in rural areas) and a paper dealing with the use of television in preschool education which cited the need for coordination of resources among European countries. Conference groups discussed three main themes: (1) types of preschools provided in sparsely populated areas; (2) problems connected with establishing preschool facilities in such areas; and (3) methods which have proven most successful and cost effective. Texts of the reports and recommendations of the three discussion groups (English-speaking, French-speaking and mixed) are included (in English). Discussions on types of preschools focused on the special characteristics of sparsely populated areas, the compensatory role of the preschool, and the relevance of urban norms and values to the rural situation. Discussions on problems and methods dealt with differing home and school environments, school-family relationships, school and agency roles, staff and staff training, physical facilities and materials, use of media, and cooperation with the primary schools.
