Abstract | Discussed is the need to examine a number of measures of the "level" of state support of postsecondary education (e.g., in terms of a state's population, its students, and the level of state revenues). Described are factors that need to be considered as planners attempt to better understand the specific context surrounding state support decisions. The kinds of higher education institutions supported in the state, the extent to which other sources provide funding, the differential financial ability of states to furnish support, and the effects of inflation are all influences that need to be examined. Abstracted are a number of key facets of the analysis process as they affect institutional-state relations. For example, some of the tradeoffs concern the level of detail at which such analysis is conducted and how this relates to management jurisdiction; the choice between using existing data that may be less accurate but more timely and less burdensome for institutions than the collection of new data; the appropriateness of comparative analysis, both between states and within a single state; and the responsibility of researchers in presenting analytic findings and limitations.
