AbstractA collection of papers on particular issues commissioned by the chief state school officer in Wisconsin reassesses education--the state of the art and the future direction in general. Issues selected for discussions are those that highlighted the majority of the superintendent's discussions with lay people while campaigning for office and considering the future of public education in the state. Selected knowledge individuals formulate and present their candid discussion of the issues and suggest alternatives for the future. Before suggested policy decisions are established, however, the following decision-making model is utilized in the Department of Public Instruction: (1) define the problems or issues, (2) identify different points of view, (3) collect all relevant information, (4) analyze and interpret information, (5) disseminate all information and the alternative solutions, (6) sample preferences to alternative solutions, (7) announce decisions, and (8) evaluate effectiveness of action. The commissioning of the issue papers encompasses the first five steps of the planning model. (Author/MLF)
