Abstract | The Early Childhood Education Program (ECE) is an attempt to restructure public elementary education in California. One of the requirements of the program is that it be evaluated during its stages of growth rather than upon completion. One report must be submitted to the Department of Education dealing with the degree and success of program implementation, estimate of public progress and budget. This document was prepared by the Center for the Study of Evaluation (CSE) and is a summary and critique of the evaluation report. The review is not an evaluation of the ECE Program, but rather it focuses on the content of the evaluation report or those aspects of the report that were selected as a comprehensive representation of the conclusions reached about ECE and the methods used to reach them.
