AbstractData concerning race, income level, age, employment status, and education were identified for each census tract in the Pensacola Junior College area. On the basis of this data, census tracts were combined into compatible neighborhoods and an organizational approach was designed to bring education and community services into 22 educationally disadvantaged urban neighborhoods. The proposed program includes: (1) small group clusters in basic skills for beginning adult students, (2) preparation for a high school diploma or for placement in vocational programs, (3) enrollment at the junior college campus in vocational or degree programs, and (4) eventual graduation to higher education or to employment. The first two phases are to be conducted in private homes or other suitable neighborhood buildings. Teachers should be neighborhood residents and must be completely acceptable to potential students. The functions and roles of the various program directors, neighborhood coordinators, and other program personnel are described. A method of evaluating program success is also proposed. Tables presenting the data are appended, as well as recommended staffing for each Neighborhood Center, the curriculum content in each phase of the program, and a flowchart of student progress through the proposed program.
