Abstract | To fulfill the need to develop a system of performance evaluation of noninstructional personnel which would serve as a guide for personnel development as well as a measure of performance, an evaluation systems model was constructed. This project necessitated a study of the existing noninstructional personnel evaluation systems at all four- and two-year colleges in Florida which revealed that no two institutions followed a similar policy of evaluation. The proposed model is a composite of the reported procedures and depends on 10 rating factors: quantity and quality of work, knowledge of the job, initiative, aptitude and ability to learn, attention to duty, dependability, judgement, cooperation, and personality and attitude. It is intended to establish norms for performance which could be utilized in all Florida community colleges.
