Abstract | This report applies a human capital/internal labor market theory of teacher mobility to school districts in the state of Michigan. Previously, this theoretical framework was used to explain teacher mobility within a single school district, the San Diego school system. The report is divided into four sections. Section I, the Introduction, presents a summary of the theoretical framework of the study, a summary of results for San Diego, and a description of the study of the Michigan personnel system. Section II, "Mobility in a State Educational Personnel System," discusses results of the Michigan study. Section III, "Determinants of Teacher Mobility within a State Educational Personnel System," is divided into the following subsections: terminations and moves between districts; the returns to interdistrict transfers; tradeoffs between salaries and district characteristics; moves to administrative and special teaching positions. Section IV presents conclusions drawn from the Michigan study. The appendixes are Supplemental Statistical Results; Determinants of Teachers' Salaries, and Michigan Educational Data.
