| Abstract | In 21 reports issued over the span of almost six years, the Carnegie Commission on Higher Education has made available a massive resource of information for policymakers in colleges and universities, government agencies, and philanthropic and business organizations. The Commission has also offered nearly 300 individual recommendations for consideration as American higher education plans for the decades ahead. In this volume, the central ideas and all the recommendations that have been made by the Commission in its policy reports are made available in one volume. In this format, the integrated comprehensive character of the Commission's investigations are more clearly discernable than in the individual reports. To facilitate the use of the compilation of recommendations, a subject index is provided. A third section of the volume identifies the principal actors--parents, students, legislators, foundations, administrators, trustees, and faculty members--who will have responsibility for implementing policies outlined in the Commission's recommendations.
