| Abstract | This document analyzes and comments on six major reports by eminent national groups that have recently been issued. These reports include: The Carnegie Commission, "Higher Education: Who Pays? Who Benefits? Who Should Pay?"; Committee for Economic Development, "The Management and Financing of Colleges"; National Board on Graduate Education, "Policy Alternatives Toward Graduate Education"; National Commission on the Financing of Postsecondary Education, "Financing Postsecondary Education in the Last Quarter of the Twentieth Century"; National Council of Independent Colleges and Universities, "Financing of Postsecondary Education with Special Reference to the Private Sector"; and the Special Task Force to the Secretary of HEW, "National Policy and Higher Education". The debate is dealt with in 3 stages: first, to provide some historical perspectives, then to present the major themes and broad implications of the 6 reports; and finally to present some personal reactions of the author.
