AbstractThe purpose of the study was to provide "baseline" data for determining the feasibility of further investigation into the use of quantitive judgmental data in evaluating school programs for determining program budget allocations. The specific objectives were to: 1) Apply a Cost-Utility Model to a "real world" situation in a public secondary school; 2) Develop a technique for obtaining dollar values which represent program threshold cost; and 3) Measure the judgmental gap--the difference between dollars actually budgeted to competing programs and dollars recommended to be budgeted based on the output generated from the cost-utility analysis. The process of evaluating programs for purposes of resource allocation provided a process for coming to some concensus about the relative worth or value of these educational programs. The Cost-Utility Analysis procedure stimulated the collection of program cost data not previously available to the budget administrator, such a program threshold cost. The discrepancies between the recommended and actual program budget allocations were small enough to justify a more comprehensive application of the program evaluation and budget allocation process.
