Abstract | This document presents the guidelines for the Undergraduate Preparation of Educational Personnel (UPEP) program. Although the program has been cancelled, it states that the guidelines could serve as a model for later federal, state, or local programs and that the analysis of what is wrong with American teacher education is still viable. The UPEP program, it indicates, is designed to focus on several difficulties in the present system of educating teachers, which include the following: a) the fractionalization of responsibility for the education of teachers among the school of education, the arts and sciences, and the public school system; b) the inadequacy of the professional sequence; c) the difference of the liberal arts; d) the failure to recruit, select, counsel, and evaluate prospective teachers; and e) the almost complete absence of client or consumer participation in developing and monitoring the whole system of education. This document contains a description of the program's Study Commission on Undergraduate Education and the Education of Teachers (including descriptions of scope and purpose, an analysis of the need for reform, and descriptions of grants awarded through the program).
