Abstract | This paper provides a conceptual framework for the evaluation of analytical planning models designed for application in institutions of higher education. In an attempt to address the most important and difficult decisions facing managers of higher education, the majority of the analytical models that have been recently developed have focused upon the operating or capital budgets of the institution. The larger models have attempted to be comprehensive in dealing with all the expenditure components of the institution while a number of specialized models have addressed specific components of the institution in greater depth. This paper classifies the structure and scope of the models reviewed in seven major categories: (1) the function or purpose of the model; (2) the theoretical foundation for the particular formulation; (3) the mathematical techniques used; (4) the subject or subjects of the model; (5) the sources of data; (6) the previous and current uses of the model; and (7) the operational status of the model. After defining these terms, the paper presents a structural comparison along these major dimensions in tabular form to facilitate an evaluation of these analytical models. The major distinguishing characteristics of each model are then discussed. The paper finishes with a summary and conclusion which incorporates the author's recommendations for future research and development. A 53-item bibliography is included. (Author) |
