Abstract | This document presents a critique of the "Education" portion of Chapter V of the report entitled "Work in America," available as ED 070 738. The critique was prepared by a special committee on the Center for Adult, Vocational, Technical, and Manpower Education of the Bureau of Adult and Occupational Education, Office of Education, because this particular part of the report had appeared to some persons as an attack on vocational education. The committee chose two evaluation approaches, the first a conceptual one to determine underlying assumptions relating to that part of the report and the second an analytical study to determine if the report contained inadequacies which resulted in faulty findings. Excerpts from previous reviews of the study portion of the report are presented, followed by a section concerned with the apparent conceptual framework in the "Work in America" portion being analyzed. This section of the critique lists 15 underlying assumptions, with the study committee's comments on each. A paragraph-by-paragraph content analysis of the work reviewed constitutes the largest part of the study. An "index of inadequacy" summarizes the findings of this content analysis, with an average of 4.2 inadequacies per paragraph found according to the evaluation criteria used. (MF) |
