AbstractA model for the evaluation of educational products based on experience with development of three such products is described. The purpose of the evaluation model is to indicate the flow of evaluation activity as products undergo development. Evaluation is given Stufflebeam's definition as the process of delineating, obtaining, and providing useful information for judging decision alternatives. However, the examples given here indicate that at least a revision of existing evaluation models is needed for the evaluation of R & D products as they are developed and implemented. The model for evaluation includes three stages: design and engineering, field testing, and operational testing. The first stage begins with the identification of product goals, and is followed in order by the writing of structural and process specifications, distillation of criterion variables, and the searching out of operational indicators of the variables. Both the field testing and operational testing stages include collection of base-line data, a treatment, collection of treatment data, analysis and synthesis, and feedback to appropriate recipients. The appropriate recipients during field testing are those responsible for product development, and the primary recipients of evaluation information resulting from operational testing are those responsible for product diffusion.
