| Abstract | This is the report of a joint committee of the National Association of State Universities and Land Grant Colleges (NASULGC) and the Agency for International Development (AID). The committee was asked to consider and recommend measures to improve operating arrangements between AID and the universities, including possible arrangements for experimental types of AID grants to universities for overseas technical assistance projects. The committee paid special attention to a type of development activity for which American colleges and universities are especially well suited--the multi-year technical assistance project designed to aid in the establishment of educational and research institutions in less developed countries.
