AbstractThis report examines alternatives to traditional methods of public school finance, analyzes differences in operating expenditures and capital costs between urban and rural school districts, and points out the special fiscal burdens of cities. Seven States -- Delaware, North Carolina, Washington, California, Michigan, New York, and New Hampshire -- were chosen for study to present a range in the proportion of State aid in school district spending. The authors suggest that, because of cost differences between urban and rural areas, changing the present system of financing education to distribute an equal number of dollars per student to school districts would result in a transfer of money out of the large urban school systems. Instead, the authors suggest some alternative approaches to financing education that would reflect (1) cost differentials in providing equivalent educational services, (2) the concentrations of students who require additional educational services, and (3) the municipal overburden factor. The study does not recommend any one particular approach to school finance, but rather documents the various factors involved and their interrelationships to illuminate the choices open to policymakers.
