| Abstract | One of the most frequently-voiced concerns in the growing debate over education finance reform involves the issue of autonomy of local school groups. Academics, school district superintendents, legislators, parents' groups, and teachers have all expressed the view that increased State aid to education inevitably will bring Statewide regulations and reduce local control. This preliminary study suggests that there is no relationship between the degree of State control and the proportion of State aid. In ten States with different levels of State aid, 11 dimensions of State control over local school board decisionmaking are examined, including curricular requirements; budgetary and taxing restrictions; State regulation of federal programs; regulations affecting personnel; and regulations concerning district formation, annexation, and consolidation. The study also includes a less detailed analysis of the relationship among the rate at which innovative educational practices were adopted in a State, the degree of State controls, and the level of State aid. Tentative findings indicate little correlation between the degree of State control and the rate at which innovations are adopted, but a positive relationship between the assumption by the State of a larger share of total nonfederal education support and a high rate of innovation.
