| Abstract | The results of this study reveal that predominantly white institutions are not responding in a meaningful and coherent way to the needs of black students. The impression many may have of a high national level of response to the needs of black students is based on the apparent rather than the real. While there are some few institutions that have developed comprehensive programs, the majority have been unable or unwilling to change. (HS) |
