Abstract | In this discussion of desegregation, a political-legal guide for the ultimate integration of public schools has been constructed. The documents are most useful where segregation rests on a "de jure" foundation, enforced by the government. The guide consists of a series of carefully programmed legal maneuvers, exchanges of reports, recommendations, and information to and from the sources of power and policy determination in the school community. The carefully designed and suggested documents are legally-based steps, all of which are available to most school districts and desegregation planners. The action begins with a resolution adopted by the local board of education, asking for assistance from the state department of the commitment to the task, and a listing of initial activities and recommendations.
