AbstractBURP, The Boston Rehabilitation Program, is described and analyzed in this monograph published by the Joint Center for Urban Studies. Its purpose is to provide an independent analysis of BURP as a political, economic, and social event. Examination is given to the nation's first effort to carry out large-scale residential rehabilitation in blighted or near-blighted neighborhoods quickly and economically. The project served as a means of providing moderate-income housing, as a mechanism for rehabilitating the housing of the central city, and as an expenditure of public resources. Presented in the report is an analysis of the political context within which BURP arose and was carried out, the innovations of the Federal Housing Administration system which made the project possible, the characteristics of the BURP developer-sponsors, the efforts made to overcome the flaws in the program's initial conception, and, finally, the quality of the rehabilitated units. It is a balanced analysis of the merits and demerits of a complex and controversial federal effort to rehabilitate old neighborhoods. (BL)
