| Abstract | The Texarkana Dropout Prevention Program is an educational innovation in which (1) a private company was placed under contract to set up special, remedial instruction in the public schools, and (2) the company was to be paid according to the results produced under a performance contract. Dorsett Educational Systems operated six rapid learning centers, providing instruction for students identified as potential dropouts. The students participated in two class periods each day at the center, which were individualized with a multimedia approach using audio-visual machines, programmed materials, and behavioral management techniques. It was held impossible to evaluate whether the participating students improved in verbal and mathematical skills, according to standardized tests, because the teaching of test items, or whether closely related test items in the program invalidated test results as measure of achievement. Other side benefits of the program did not seem great. Also, the success of the performance project idea was limited, given the design of this program.
